Hailuo is MiniMax's video app, and its headline model is MiniMax H3, which makes clips of up to 15 seconds at 2K with stereo sound generated alongside the picture. The older Hailuo models are still there and cost far less, and paid plans add Google's Veo 3.1. Credits pay for all of it, so the model and resolution you pick decide how many clips a plan buys.
What is Hailuo?
Hailuo AI runs in the browser and in iOS and Android apps. MiniMax, the company behind it, builds its own video, speech and music models, and Hailuo is where those video models reach creators directly. Besides generating clips, the app has an agent that assembles short videos with a script, edits and captions, plus tools for lip sync, voice cloning and extending clips.
MiniMax has also released the base weights of H3 under its own community licence, so developers can run the core model on their own hardware.
Hailuo's own models
- MiniMax H3 (latest): text or image to video, 4 to 15 seconds at 768p or 2K, with native stereo audio and dialogue in more than ten languages. It takes up to nine reference images, three reference videos and three audio clips, and can edit existing footage.
- MiniMax H3 Max (latest): text or start and end frame to video, 5 to 15 seconds at 480p or 768p.
- Hailuo 2.3 and 2.3 Fast: 6-second clips at 768p or 1080p, and 10 seconds at 768p on Pro and above.
- Hailuo 2.0 (Frames): first and last frame video, 6 seconds at up to 1080p.
- Hailuo 1.0, 1.0-Director and 1.0-Live: the first generation, 6 seconds at 720p. Director is the model with point-by-point camera moves.

Paid plans open Google's Veo 3.1 and Veo 3.1 Fast, which make 8-second clips with audio and take first and last frames: at 720p on Standard and up to 1080p from Pro. For images, yearly Pro, Master and Max plans include unlimited Nano Banana Pro, Nano Banana 2, Seedream 5.0 Lite and 4.5, and GPT Image 1.5.
What you can make with Hailuo
H3 is the model to use for finished shots. It generates the picture, dialogue, sound effects and ambience together, and its references let you hold a character, a movement, a camera style or a voice steady across clips. You can also give it a clip to edit: swap or remove people and objects, change the background or lighting, or rewrite the dialogue.
To fix how a shot begins and ends, H3 Max, Hailuo 2.0 and Veo 3.1 take a first and last frame. Camera moves can be placed at points along the clip with Hailuo 1.0-Director or described in the prompt. The Extend Video tool continues a clip from its last frame, and separate tools add lip sync to uploaded video and clone a voice.
H3 tops out at 2K and has no 1080p setting: you choose 768p for drafts or 2K for the final version.
Hailuo pricing: what each plan makes
H3 costs about 12 credits a second at 2K and 7 at 768p, so a ten-second 2K clip uses about 120 credits. H3 Max at 480p is cheaper still at about 4 credits a second.
The free plan gives trial credits once, works with Hailuo's own models only, and adds a watermark. Standard costs $10.50 a month ($8.40 a month billed yearly) for 1,000 credits: about eight ten-second H3 clips at 2K, or 14 at 768p. It removes the watermark, allows commercial use and opens Veo 3.1.
Pro costs $38 a month ($30.40 billed yearly) for 4,500 credits, about 37 ten-second H3 clips at 2K, and unlocks 10-second clips on the older models and 1080p on Veo. Master costs $89 a month ($71.20 billed yearly) for 10,500 credits, about 87 clips. Max costs $216 a month ($184 billed yearly) for 27,000 credits, about 225 clips, and makes Hailuo 1.0, 2.0 and 2.3 unlimited.
Membership credits last one month and do not roll over. Credits bought separately stay valid until the end of the following calendar year, and credits for failed generations are refunded automatically.
Privacy and support

Who Hailuo suits
Hailuo suits creators making short scenes with dialogue and sound who want strong reference control, and people who already edit footage and want an AI pass over it. The 768p setting keeps drafts cheap, and Max suits anyone generating a lot on the older models without counting credits.
It suits less well anyone who needs 1080p from the latest model, since H3 jumps from 768p to 2K, or anyone relying on Standard: eight 2K clips a month is a sampler, and Pro is where regular work starts.
